Good question! I've found this interesting blog post, which has photos of ABW horse troughs at Burstow, Surrey, and Melbourne, Australia. wordsonstone.wordpress.com/tag/martock/
But nothing on why Martock in particular has one.

I had recorded four in the UK:

Bristol
Burstow
WInchester

These were given by private individuals, I suspect the same is true of the Martock one.
