Born in Madras, India, on 5 October 1868, the son of the Irish-born Colonel John McMullin, Indian Army, and was educated at Haileybury College. Commissioned Second Lieutenant in the East Surrey Regiment on 22 October 1887, he was promoted Lieutenant on 17 November 1888, before transferring to the 3rd (King's Own) Hussars with the rank of Second Lieutenant on 31 December 1890. He was promoted Lieutenant on 13 April 1892, but because his means did not admit of his remaining in a Cavalry Regiment in a Home Station, and since he was unable to obtain an exchange to a Regiment serving in India, he was forced to resign his commission on 22 June 1892. He subsequently enlisted in the 1st (Royal) Dragoons on 11 August 1892, before transferring to the 2nd Life Guards on 15 November 1892. However, as service in the Life Guards held few prospects, and following an unsuccessful attempt by his father to secure him a position in the Indian Police Service, he obtained his discharge from the Life Guards on 17 June 1893 and emigrated to Western Canada, where he became a Rancher in the Okanagan region of British Colombia. Enlisted in Lord Strathcona's Horse at Vernon, BC, on 9 February 1900, and arrived in Cape Town with the Regiment on 10 April 1900. Arriving back in Canada on 9 March 1901 the force was disbanded, and McMullin was formally discharged at Ottawa on 16 March 1901 with the rank of Sergeant. Returning to British Colombia, McMullin joined the British Colombia Police Force in October 1901, and rose through the ranks to Assistant Commissioner. He subsequently served as Government Agent at Fernie, before being appointed to the same role at Prince Rupert in 1910. He was involved in recruiting during the Great War, and was rewarded with the command of a post-War unit, the North British Colombia Regiment, with the rank of Colonel. In 1923 he was appointed Commissioner of the British Colombia Provincial Police. He retired in April 1939, and died in Victoria, BC, on 11 May 1943.

He was gazetted to the Royal Munster Fusiliers 26 April 1893; became Lieutenant, Royal Munster Fusiliers, 27 January 1896, and Army Service Corps 31 March 1896, and Captain 1 April 1900. He served in the South African War, 1899-1901, taking part in the advance on Kimberley, including actions at Belmont, Enslin, Modder River and Magersfontein; Relief of Kimberley; operations in the Orange Free State, February to May 1900, including operations at Paardeberg (17 to 26 February); actions at Poplar Grove, Driefontein and Karee Siding; actions at Houtnek (Thoba Mountain), Yet River (5 and 6 May) and Zand River; operations in the Transvaal in May and June 1900, including actions near Johannesburg, Pretoria and Diamond Hill (11 and 12 June); operations in the Transvaal, east and west of Pretoria, July to 29 November 1900, including action at Elands River (4-16 August); operations in Orange River Colony, May to 29 November 1900, including actions at Bethlehem (6 and 7 July) and Wittebergen (1 to 29 July). He was mentioned in Despatches [London Gazette, 10 September 1901]; received the Queen's Medal with nine clasps, and was created a Companion of the Distinguished Service Order [London Gazette, 27 September 1901]: 'Charles Frederick Moores, Captain, Army Service Corps. In recognition of services during the operations in South Africa'. He was DAAG, Southern District, 8 November 1903 to 31 May 1905; DAA and QMG, Coastal Defences, Southern Command, 1 June 1905 to 7 November 1907; was promoted to Major 12 January 1909; Deputy Assistant Director of Quartering, War Office, 20 April 1911 to 6 September 1915. He became Lieutenant Colonel, RASC, 24 February 1915; from 7 September 1915 to I5 December 1918, he was AA and QMG, BEF and British Armies in France, and from 19 December 1918, he was AA and QMG, British Armies in France. He was given the Brevet of Colonel 1 January 1919.
