An older picture from a memorial in a UK city centre. Does anyone recognise this?

Went up to Manchester at weekend to visit relatives, while there I took the time to visit this memorial which is in St Anne's Square in the city centre. On Saturday, when I visited, there was a busy craft market in St Anne's Square which meant studying the memorial was difficult given the layout of the stalls :(

I do feel a heel however, given I worked in the city centre for many years and must have past this memorial so many times
