Thanks so much for the additional information - tantalisingly close to finding More's report, in each case it looks to have been included in the auction lot!

I have been on the search of More's full report again this afternoon but without success. Nothing at the National Archives or British Library. The universities library system, usually very helpful, also came up blank.

I will go and see if there is a railway research site that may be able to help.
