The more I look at this, the more I think that it is a maintenace crew of some sort. In the middle row, the man second to the right is wearing an apron and the man second from the left is holding a hammer.

Civilians with a military overseer?

I think that I solved my mystery. Rather than Harmon Dyson, this is a photo of my fraternal grandfather, George Ricketts, who was a RFA Cpl Wheeler in India and South Africa. This appears to be a picture taken at a maintenance depot. We believe that my grandfather is middle row, third from left (white hat). Just a guess mind you.

The attached photo is of Ricketts taken in about 1921.
