Since the Natal Volunteer Regiments were not permitted to serve outside the Colony, the VCR was created to accommodate those men who wanted to continue on active service after the Natal Campaign ended. Initially, all on the VCR roll had served in 'home' units, but, because, the unit had a relatively unstable enrolment, many others joined it later, and not necessarily all of them had previous 'home service'.
