The SJABSA bronze medals listed below are in my collection but the corresponding QSA medals are missing. I looked up T Goddard this afternoon.

T Goddard is listed on WO100/225p198 for QSA (5) with one other man who received the Belfast clasp.

From a quick look through the 204 pages of SJAB roll, it would seem that only these two Belfast clasps were awarded.

T Goddard is no 874 on the roll so it is the sought-after QSA.
