This bloke sounds interesting. To that end, I dug out my CD of the Army List, 1903 to see if anything resulted. On the active list, Parr was shown with a Militia commission. On the Special List (Officers in Civil employment, etc) the date of his appointment to China was 2/7/1902. At that point, he had seniority in the Army from 4/8/00. Does this key in with what you already know?
I had a look on Hart's Annual Army list for 1905 but sorry to say I got lost in it. Will have a better look later.

The National Archives in London holds some records on him, probably his will:

Foreign Office: Supreme Court, Shanghai, China: Probate Records. Administration and Probate of Estates and Wills. Parr, William Randal McDonnell.

Held by: The National Archives, Kew - Foreign Office
Date: 1938
Reference: FO 917/3794

His officers' records should be there too but they are not in WO25 or 76.
