The Queen's Medal was given to Sir Godfrey Lagden, Resident Comr of Basutoland, by the King on his own motion so it is rather difficult to see how it can be logically refused to any other European serving under the Comr. Minute of Sir Evelyn Wood, 20-7-1901.

Lord Roberts in a minute of the 22-7-01 to the S of S said "I would give it to Sir G Lagden's assistants but not to anyone else in Basutoland. Only to people actually in govt service."

The S of s Mr St J Broderick in a minute of 29th July 1901 states "approved but it must be submitted with the main question of other doubtful cases to the King."

Minute of Col C Crutchley AAG 6-12-01 "It has been decided on 68/SA/3717 that the acting Resident Comr of Basutoland and officers of the Administration Native Service may be awarded the SA War Medal without clasps. Inform Lord Kitchener and request that their names may be submitted accordingly. (Addendum Col Crutchley's handwriting): Only those as actually submitted to the King and send roll" 68/SA/3156 196583/1901 (marked important).

Rolls were sent by Lord Kitchener with letter dated Pretoria 6th April 1902 who recommended "that the medal be only given to those whose names appear above the red line" (see these rolls No 68/SA/3056 in Volume of Headquarters and Gen Staff) these being the acting Resident Comr and 6 Assistant Comrs.

Sir Godfrey Lagden's Individual Roll is No 68/Staff/475 in the same volume.

Subsequently by letter of 17th Nov 1902 Lt Gen Lyttleton forwarded (but did not recommend) "An appeal" for the medal to be granted to the other officials (those below the red line) which was refused 68/SA/9226 (marked important).

If you want to find Godfrey Lagden's entry in Ancestry you would have to search for 'Sir Goupey Lagden'.

That said, it is not easy to read:

The page of the roll for Lagden is WO100/299p285. It contains a handwritten note saying:

'Note. This medal was issued by command of the King (68/SA/3156 - 1901 - marked important) "on his own motion" (per Sir Evelyn Wood AG). Sir G Lagden afterwards applied for the King's Medal, also for the Queen's Medal for his son (unnamed) - both refused. Letter dated 26 Feby 1909. AG 2/M/17301.'

Lagden's clasps were CC, OFS & Tr.
