I do not recognise it and it clearly is not in the gardens in front of the Durban City Hall, where the one shown earlier is located. Adrian and Brian know the city better than I do, so perhaps they have the answer.

It may be that the ILN mismatched the picture and caption.

That is the Anglo-Zulu War Memorial in Pietermaritzburg. As far as I know it is still there, but in seedier surroundings. The link below tells of a sad incident in its long history.

That is good to hear, at least it still exists, I am rather surprised really, I did not think it would have survived to this day, in particular, with things the way they are these days!
