I was also thinking that the star badges looked a lot like the badges worn on Boy Scout and Cub Scout uniforms.....

Any old Scouts out there that can confirm......

Based here in the UK but goes to Zimbabwe when circumstances permit. Also has contacts in the National Archives there.

I would agree with Dave on the hats. They are not something I recognise. There are 3 items in an inverted triangular patters on the hats - Swedish?

One of my contacts came back and suggested that the Bechuanaland Division records are held in Botswana.

The 3 badges on the hat are crowns.
I believe the brass stars could be rank insignia from WW1. Possibly Swedish again as the 6 pointed star was around in 1906 and I think it was replaced by a 5 pointed one after WW1.
You only live once, but if you do it right, once is enough.
