The Army maintained a cadre of trained signallers who operated at regimental level within their own regiments.
For larger formations such as brigades and divisions had their own headquarters staffed by soldiers from a variety of units. Part of such a HQ staff would be signallers such as your grandfather. The "Corps of Signallers" remark you see indicates he was such a soldier.
He could well have spent the whole war outside his regiment attached to a staff unit; which is not usally recorded on the service papers, it is sometimes on the medal rolls.
