It might be Corporation of Glasgow rather than Church.

The Indian Famine Funds were started across the UK in 1900. Glasgow was an important trading centre with India.

South African war funds had already been officially raised by Glasgow and it was felt that another important part of the Empire could not be ignored once the famine hit, affecting some 9 million people.
