Thank you for the link about the Maritzburg Rifle Association. In fact, I had already found this on the Anglo Boer War site along with an interesting 30-page article describing what was going on in the area of Pietermaritzburg at the time regarding troop movements, the building of city defences, censorship of the press, etc.

It will attempt to touch base with Andrew Dinnes to establish whether this is indeed 'collectable' for a Boer War enthusiast, along with a value.
