Yes, definitely. I don't have any data to support that view but it does feel unusual.

Jon,

I looked for a MIC for him but could not find one so it must have been home service only. He would have been 45 in 1914

Nice group selling in Spinks November 2022 to Ernest Clough. QSA for Driver (!) in the artillery and Union medal for Clerk of the Union Senate. Example of upward mobility.

Spinks:

A very fine group of nine awarded to Major E. M. O. Clough C.M.G., South African Artillery and latterly Clerk of the Senate at the Union of South Africa, 1910

Clough had served with - and been wounded with - the Honourable Artillery Company's Field Battery and saw service during the Great War with the Royal Artillery and Second World War

Queen's South Africa 1899-1902, 3 clasps, Cape Colony, Transvaal, Wittebergen (1061 Dvr: E. M. O. Clough. (C.I.V.) Hon: Arty. Compy. Batty.), final part of unit privately engraved; 1914-15 Star (Lt. E. M. O. Clough C.G.A.); British War and Victory Medals (Capt. E. M. O. Clough.); War and Africa Service Medals 1939-45 (Maj. E. M. O. Clough.), privately impressed naming; Delhi Durbar 1903 (E. M. O. Clough. Priv. Sec. Hon. Sr. R. Solomon. K.C.M.G. Reprstg. Brit. S. Af. Cols. & Territrs.), privately engraved naming; Coronation 1935 (E. M. O. Clough. C.M.G.), privately engraved naming; Union of South Africa 1910 (Openg. of Parlt. by H.R.H. Duke of Connaught. 1910. E. M. O. Clough. Clerk of the Senate.), privately engraved naming, mounted as worn and housed in a red leather case by Spink & Son, 17 & 18 Piccadilly, good very fine (9)

[C.M.G.] London Gazette 1 January 1921 (Clerk of the House and Taxing Officer, Senate of the Union of South Africa).

Perhaps the best biography of Clough is taken from a family archive, a copy of which is provided:

'Ernest Marshall Owen Clough of Cape Town, South Africa, born at Huddersfield 26 June 1873. Baptised at Queen Street Weslyan Chapel 4 August; served Honourable Artillery Company's Field Battery South African War 1900 and also in other units 1900-01. Wounded 26 June 1900, Queen's Medal (3 clasps).

Private Secretary to Sir Solomon G.C.M.G., Legal Advisor to Lord Kitchener & Transvaal Administration 1901-02 and later when Attorney-General 1902-03, accompanied Sir Solomon representing South Africa to Delhi Durbar 1902-03 (Medal); Clerk of Executive & Legislative Councils 1903-07; Clerk Legislative Council 1907-10; Clerk of Senate of South Africa 1910 (Union Commemorative Medal); Captain, Cape Garrison Artillery, served in South African Rebellion 1914 and German South-West Africa Expedition 1914-15. Captain, Royal Field Artillery 20 September 1917 served with 15th (Scottish) Division, 3rd Army B.E.F. France 1918.'

I would also like to know who has read it. I have a couple of groups containing a Union medal. It is to be hoped that it contains a vignette on each recipient - I can't think what else can occupy 150 pages, save for a section on the origins of the medal.
