Interestingly the roll was sanctioned and signed off by a Major for the Director of Military Intelligence

In April 1919 he was described as "late engineer to the Central Mining group," and had contributed reports to the Rand Mine Company on three farms in the Far East Rand that he'd visited regarding nitrate-bearing shales

That's a great find. Thank you. It seems that what we now call embedded journalists fell under the remit of Military Intelligence if that paper mentioned earlier in the thread is correct, so that could explain why they signed off on all the reporters' medals here. Perhaps he made contacts with them as a journalist and then took on the additional role...
