Once again I could not resist an unusual surname - I think I am in need of therapy!

Ian - you appear to subscribe to Ancestry, have you done a Public Family Tree Search? - all you need to do is enter his name and you will find he was all Irish on his mother's side. You can discover his exact date of birth in his parents divorce papers. Sadly the disgrace seems to have been too much for his mother and she ended her days in a mental institution. This is the death notice of his father with a slight misspelling of Basilio:

South Wales Echo 30 September 1897

Thanks, Smethwick
Yes, I've picked up lots of other info on Constantine including the prurient details of his father's divorce case. Basilio was much older than his wife (48 vs 21 when they were married), not that that is an excuse for her taking up with another man at various locations!
With his brother, Basilio founded the Papayanni Ltd shipping line in 1855, later taken over in 1901 and then in 1906 merged to form Ellerman & Papayanni Lines Ltd.

I don't think Basilio was an altogether innocent party as some considerable time after his death his will was disputed and there appears to have been some debate about exactly how many children he had had.
