Hi, not that I have found any reference to. Would he have been eligible if he did't fight?

Hi. Not that I have found any reference of. Would he have been eligible if he didn't fight? CJ (Charles James Douglas) and his brother Albert Edward Douglas (AE Douglas) both found themselves under control of the Boers when the area they lived in was taken over. I haven't researched Albert's story and don;t know if he has any testimony in the records.
