Pls tell me who is William Spencer? And do we contact him?

Hello John,
I meant that, has she looked in all the other WO files, I don't mean on line either, I can't really imagine anything would be found in the rather unlikely places such as WO363 and WO364.
I suggest you telephone them tomorrow, their exchange is automated, so when prompted to do so, just say his name and it will connect you to his desk, he is head of department, military documents.
I have to say though, from what you have told me, that I don't think you are going to be lucky on this one.
