The wording on the Captain Marsh medal suggests a presentation from the Town Council. The alberts and pendants/seals presented on 31/05/1901, on the other hand, were subscribed for by people "in the streets of the town", and were intended to compliment the watches given by the Burgesses.
As Abergavenny Town's gift to the Volunteers & Yeomen took the form of watches, which were issued without alberts & pendants, the existance of a "Town Council" pendant to Captain Marsh is something of a mystery. Perhaps officers received medals instead of watches.

This is almost certainly a different tribute to the pendants/seals given to the Abergavenny Volunteers on 31/05/1901.

Further Presentations to our Returned Volunteers.
In our report of the reception given by the town to our brave Volunteers on their return from South Africa, we mentioned in connection with the present of a silver English lever watch to each of them, that Mr James Wilcox, in the employ of Messrs Woolley and Co., cycle maker, Cross Street, made a collection in the streets of the town, which amounted to £3 1s 8d, and it was arranged to expend this sum in silver Albert chains and seals for presentation to the recipients of the watches. The presentation took place on Friday last, when Privates G.W. POWELL, J. STOREY, J. SHAW, J.H. WHITE, C. WILLIAMS and J. WILLIAMS, attended at the residence of Mr Z. Wheatley, who had taken such an active part in the arrangements for the aid of the families of the absent ones, and the presentation was made by Mrs Church, whose name is identified with the good work done for the Soldiers and Sailors Wives and Families.
Mrs Church after a few kindly words of praise and encouragement, said it was the usual custom to drink the healths of people, but she would propose that they should smoke to the health of Mr Wilcox, who had done so well for them, and to that end she presented each of them with a box of cigarettes.
Mr Wheatley endorsed the remarks of Mrs Church, and said it had been a pleasure and a labour of love to him, to look after the interests of the relatives of Volunteers during their absence, and, should occasion unhappily again arise, the same work would be willingly resumed by him.
