It seems his SAMR service was as a Court Messenger, so he would not have served in German SWA and did not qualify for the WWI trio of medals.

Neil, the Natal Police functioned as the first line of military defence for the Colony, as well as its police force. After the formation of the Union of South Africa in 1910 the various police forces became regiments of the South African Mounted Rifles, with the same joint military and police responsibilities. The 'civilian police' evolved into the SA Police and SA Prisons, while those in the military went on active service in German SWA as units of the Union Defence Force. The issuing of medals were thus separately controlled.
