This is a post Boer War photo taken of someone inspecting a group of scouts.

The uniform is reminiscent of the KRRC but closer inspection shows this not to be the case. The next badge is not British and the medals also not look familiar.

Any guesses?

Could he have been foreign? The Tsar of Russia was connected with one of the Scottish regiments, and didn't he have his own uniform? Perhaps this was something similar.

The first medal in the row looks like the Colonial Auxiliary Forces Officers' Decoration and the third the King Edward VII Coronation Medal. Centre medal might be Queen Victoria Diamond Jubilee Medal. Neck decoration doesn't look British, though.

The soldier in the background is wearing what looks like the New Zealand Army's "lemon squeezer" hat. So perhaps this photo comes from NZ.

They do look potential matches

Ah! Not NZ Army but Boy Scouts and Girl Guides, in Canada. The device on the Red(?) Ensign held by the girl in the front rank is the old Canadian flag badge. The inspecting officer might be the local commandant of militia or something like that. The aigulette around his right shoulder suggests a staff position of some kind.
