According to the 1910 edition of the Cape of Good Hope Civil Service List, Walter Westerman joined the civil service on 21 May 1881; was appointed to the fixed establishment on 21 August 1888; and had been a 'P.W. Inspector' at the Salt River district office since 8 December 1904. His salary was 300 pounds p.a. and he was provided with living quarters.

I guess that 'P.W.' stands for "public works". Salt River is a railway junction a couple of miles outside Cape Town.

That fits in with the information I have just found that he emigrated with his wife and daughter in 1881
