Admiralty memorandum
July, 1903

The Transport Medal with clasp "South Africa 1899 - 1902", was granted to:-

(1) Masters of Transports.
(2) The three Officers next in rank, and the 1st, 2nd and 3rd Engineers "executing responsible duties at the time, and holding the certificates proper to their rank".
(3) Medical Officers "in a position of responsibility in attendance on the Troops".
(4) "A limited number of Pursers whose position and services were specially deserving, to be selected at the discretion" of the Lords of the Admiralty.

The qualifying period for South Africa was from 13th September, 1899, to 31st October, 1902, and the qualifying service a complete voyage "between the United Kingdom, India or the Colonies and the port of destination, in a Transport on Time Charter to the Admiralty or Government of India with troops on board and between those dates".

The Medals for Masters to have the words "in command" engraved after their names.

The award to any individual to be subject to his conduct on board the Transport having been entirely satisfactory, and "in every case" to the "final approval" of the Lords of the Admiralty.

The Medal was also awarded for China on same conditions with the following alterations:- clasp "China 1900" period 1st June, 1900, to 31st December, 1901.

The Medal is also to be granted "in future" whenever a medal may have been granted to the troops engaged, "but not otherwise". The Medal and ribbon to be always the same and the clasp to denote the War.
