In confirming the above promotions, the O.C. desires to point out to the N.C.O.’s that any carelessness or negligence in the discharge of their duties however irreproachable their character may be in other respects, they become unworthy of their rank, and an injury to the Corps, and any action or conversation which is likely to be detrimental to the interest of the regiment will be severely dealt with. N.C.O.’s of the Regiment should consider themselves on duty at all times and maintain a constant supervision over the men particularly of their troops. They should assist the men by their influence and example, teach them military habits, punctuality at all parades and duties, the necessity of obedience to orders, and impress upon their minds the maxim that, right or wrong, soldiers should first obey and if aggrieved complain afterwards.

Non-Com. Officers should make themselves acquainted with the customs and rules of the service that they may perform their duties with certainty and decision.
