Thank you very much Berenice. That is nearly the final part of the jigsaw. It is my belief that this memorial is a nominal roll of all the recipients of the Stafford Tribute Medal (Hibbard A23). All the medals I have traced so far are present:-

I would be most interested if anyone can confirm any other Stafford medals to the names on the memorial or identify any medals to men not included. I have not yet traced any account of the presentation of these medals which were accompanied by a certificate granting the freedom of the City of Stafford
This was granted at a ceremony held on 18th June 1901 and Hibbard records that Pte Ferrabee was granted his Freedom on September 23rd 1902 so it seems probable that there were at least 2 award ceremonies. It is also of interest that the medal was awarded posthumously to Pte Barker and presumably collected by his next of kin.
