It's very stylish for that date. The sculptor was one Carlo Marochetti, and he was also responsible for the following memorials, amonmg many others -
Scutari Monument, at the Crystal Palace. (1856) The obelisk has been lost.
Major General Sir A W Torrens, St. Paul's Cathedral yard.
Cavalry Division, St. Paul's Cathedral yard.
Statue of King Richard I, in Old Palace Yard, Westminster. (1860)
Statue, with figures, of Field Marshal Colin Campbell, Waterloo Place, Westminster. (1867)

He was also involved with the work on the four lions at the base of Nelson's Column.
