The IWM's War Memorials Register has this listed as a Second Boer War commemoration, so here are photos of it. It's on an exterior wall of All Saints' Church, Pusey, Oxfordshire (but in Berkshire until 1974).



IN MEMORY OF
HENRY RICHARD FLOREY
OF THE 2ND DRAGOON GUARDS
WHO DIED OF FEVER
AT MIDDELBURG
THE TRANSVAAL COLONY
ON THE 5TH OF JUNE 1904
AGED 20.

He does not appear on the medal rolls so very likely not an ABW veteran.
