There is no entry in the Palmer roll for a "Tpr W.R Osbourne"; either killed, wounded or prisoner. So it appears to have been a "Served" acknowledgement on the plaque. As his rank is shown as "Trooper", I had a look on my IY CD and there are two possible candidates:
"23550 Tpr,.W. Osbourne, 76th Coy., 22nd IY.
"35179 Tpr. W.Osbourne, 74th Coy., 8th IY".
Of course, W.R.Osbourne could have served with the Cavalry - a few prospectives there. However, they are listed as "Private".

A good little mystery that I have not solved.

Berenice's post spurred me to have another look, this time at Soldier's Effects and there are no likely candidates. I am certain it is none of the IY, not all the cavalrymen have papers. The only 'WR Osbourne' in the rolls was in the RE and there are no others of that name on the Ancestry index.

A quick look at British newspapers has drawn a blank.

Either the Market Rasen Mail, the Horncastle News or a Lincoln-based newspaper could be the best source.

I looked at the 1901 census for Holton cum Beckering and there is a Mrs. Osborne, living at the Rectory with 4 very small children (no husband present). Only Osborne's in the village. Could that be the wife of your W.R. Osborne? was he a vicar??
Seemingly not. Answering my own question, in the interest of eliminating leads: in this page from Genuki on "Holton Beckering" www.genuki.org.uk/big/eng/LIN/Holton

It is noted:
"In Kelly's 1900 directory, he lists the following people in the parish: Thomas COOK, Thomas DRURY, John FENTON, Joseph GOY, Mrs. Sarah Jane HARDWICK, Thomas MILNS, Thomas MUMBY, Aiwyn MUSGRAVE, Percy MUSGRAVE, Campbell NEAVE, Rev. James OSBORNE, and Samuel TINKER."

I do not have access to Kelly's 1900 to confirm this but seemingly, the vicar was James Osborne.
