I wasn't sure what sowen meant.

The Mafeking Mail of 4 April 1900 reported:

After 12th April, the bread ration was reduced from 8 to 6 oz per day and replaced by two pints of sowen porridge. Sowen porridge was based on oats and originated in Scotland.

Described as:

Siege of Mafeking, unissued sowen ticket, ND (circa. 1900-), black text 'MAFEKING GARRISON SOWEN TICKET. FREE' on yellow card, text low centre reads 'Issued by Capt. March', a misspelling of Captain Marsh's name,
(Ineson 287), extremely fine, very rare, never issued due to the misspelling of the officer's name
