I would think it had been intended for use on a board at a newspaper sellers stand on a street corner, notwithstanding, it appears to have been well stored and kept it's colour for over a century, assuming it is original, of course.
Doubtless, many people, in particular, within the Treasury, would have been more than a little happy to read that headline!
