That would be my reading of this rolls. It would seem he requested a reissue of the KSA but this could not be delivered to him and was returned to the Mint. It is an unusual case of a QSA/KSA pair for which only the QSA was issued to Pte Daly.

Gentlemen,
I think it is a super medal to a very real rogue, a man who was described as "Indifferent and addicted to drink" his entries in the regiments defaulter book are so numerous and I find them surprising even by the standards of the Dublin's.
One wonders just what exactly was the nature of the "urgent business" that compelled him to request permission to travel to the United States of America in 1908.
