Hello Mike,
With medals to the RN, whilst engraved examples are certainly extant, the only other naming you commonly encounter are those impressed in really quite large capital serif, otherwise they tend to be like your example, the medal named to Kelly in this thread is spurious and did not come from the mint, or indeed, any of it's contractors like that.

I have been thinking about this quite a bit......

A couple of things have come to mind.....

1) There seems to be no Serial Number.......

2) See the photos below they are the China Medal which is close to yours.....
