I'm a bit out of my depth on what records might still exist, but if there's no official record of their enlistment date, I'd suggest the Norwich newspaper for January 1900 would be your best bet.

As regards the KSA medal, my guess would be that they weren't entitled to it. Would someone with more knowledge like to comment?

Service papers for both Frank and Harry are available on Findmypast.

"Volunteers" was a word used at this time to denote those who were members of the Volunteer Force. Those chosen served in SA as members of Special Service Companies attached to their line regiments. Some of those not chosen volunteered, with a multitude of other volunteers (small v), and served in a plethora of other corps, I.Y., A.S.C., hospitals, S.A. raised units, etc.
Cats and tigers. Not all volunteers were Volunteers.

I've just found this piece: - ".......Colonel Lucas appeals to all who are desirous of joining the Loyal Suffolk Hussars to report themselves immediately at the headquarters of the troops in their district as follows: - Sergt.-Major Ellery, 117, Queen's-road, Bury St. Edmund's; Sergt.-Major Earle, 2, Cheveley-terrace, Railway-road, Chelmsford; Sergt.-Major Giles, 80, College-road, Norwich."

That is fantastic, thank you so much. Obviously they didn’t catch the Cornwall on March 4th 1900 as I thought. Do you might telling me where you found out there enlistment information?

Concerning the medal awarded, the cuts I have posted clearly show entitlement for each of the Stokes brothers to the QSA medal with clasps "Orange Free State" and "South Africa 1901". They would not qualify for the Kings South Africa medal by a long shot.
