I assume Wilson was a "civilian issuer" but can only guess that at what his job description might be.

That is an unusual rank.

He has his own QSA roll page (WO100/218p214) so it could be a very unusual rank.

I can picture him in the stores dispensing items from a large warehouse and possibly woking alongside this man.
