Welcome to the Forum.
The only reference I can find on "352 Herbert Palmer of the PR" is from an old photocopied roll of Mafeking defenders; a man in B Sqn. who received the QSA medal with clasps D of M, OFS and Transvaal. He is not listed in the bio's on the Mafeking Siege Register by Walker.

IL.

Here he is on a Medal Roll, findable on Ancestry. He is about three quarters of the way down:

I think you meant Town Gate, Marsden, Huddersfield - if so this could be him on the 1911 Census:

I have found this Herbert Palmer on a public family tree and he is missing on the 1901 Census whilst other family members are present which is a good sign for somebody who served in the ABW. However he does not appear to have had a brother-in-law surname Howard. He had 3 sisters but one died too young to marry and the other as shown on census return became Mrs Dodson and the third Mrs Beardsall.

Finally if you do a name search on this site it would appear his QSA was auctioned three times, last being 1999 when it fetched £760.

Hope some of this helps.

For what it is worth - Father = John Palmer fits with Herbert the South African soldier etc being the Herbert on the 1911 Census (posted above) and the sister of Eva as this extract from the 1881 Census for Albert St, Huddersfield shows:

Btw Herbert appears to have passed away in Huddersfield in 1936.
