What you are seeing on the rim of the medal is the name of the unit in which he served, the Beaufort West Town Guard.

thanks for that,QSA medal i looked at with BEAUFORT W.T.G on had no bar,did they not see any action,were they a proper regiment or were they like local police

Most of the town guards were made up of civilians who were equipped by the military and volunteered to do service in defence of their respective towns in the case of attack by the Boers.....

Some Town Guards did receive clasps others didn't. Clasps would generally be a State Clasp. I don't know if the Beaufort West TG saw action or if they got a clasp but there was certainly fighting in the area.
