I found him (and his brother Hubert Evelyn Saner) in the Colonial Scouts nominal roll here:

Couldn't find him in the Rand Rifles or 1st Scottish Horse.

An exact name search on this site for the unusual surname "Saner" comes up with the following list:

Returning to Ancestry - Reginald Blaine Saner comes up on two public family trees. This one looks the best and if you click on any of the "Other Sources" they take you to Family Search (a free site) which will presumably give you the detail for each one. The creator Roy Blaine is still active on Ancestry and can me messaged via Ancestry as long as you are a member. Roy Blaine, on his profile, states his research interest is "The County Judges of Umatilla County"
