I am no expert on these matters, but do know this was taken around 1900, so I wondered if anyone had any thoughts whatsoever on the uniform or equipment

The bandolier loops look too large for .303" rounds and the covering flap is also larger and longer and does not have as many fastening studs. By the size of the loops, I would say they are for the .45" Martini cartridge. The bandolier looks to me to be very similar to the "Bandolier, Leather, 50 rounds, Mounted Infantry" of 1884; save that the illustrated item is made of cotton webbing.
The tunic looks to be earlier than those issued during the ABW; does not have the two breast pockets. However, I would have to defer to those of greater knowledge in the matter of the tunic.
