The list includes numbers 1 - 14 but there are only 12 men listed. 6 & 12 are missing.

The AG2 information on this roll page is incomplete so it suggests all 12 medals were issued and none returned.

Rare indeed : only the second one I have ever seen.
I had the QSA to Kelly, paired with a CGS (Bas/Transk), but disposed of it some years ago.
Although Kelly's rank was ruled through on the roll, it was impressed on the QSA.
I never could find out anything about the unit
