'The Times' 14 January 1902 contains a description of the visit of Lord Roberts to Woolwich. He presented medals to Q Battery and over 100 Distinguished Conduct Medals.

He's not on the list but it's not a given that he wasn't there. The Times lists are often inaccurate.
