I came across a Richardson family headstone in Penrith Cemetery with the above information on it; he died at the age of 28 and the cause of death was enteric fever. Does anyone know if he was in the military or a civilian?

His name isn't on either of Penrith's or Eamont Bridge's Boer War memorials.

The Palmer roll has one "Tpr. J.Richardson" of the Kimberley LH as DofD
"during siege"; no date. The highly esteemed Biggins roll shows four "J.Richardsons" in the siege; one of them served in the KLH and DofD 13011900.
Looks like your man.

Hello

Steve Watt's In Memoriamadds "enteric" - I wonder what the explanation for the discrepancy in dates is?

Unless there are two 'J Richardson'.

A dip into the newspapers could help.

Next time I'm up in Penrith or Carlisle I'll check the local newspapers. But when that will be I don't know.
