There are images of those documents you mention on Ancestry in the UK, Military Campaign Medal and Award Rolls, 1793-1949, database, these however do not clarify why he was ineligible for the KSA.

There is a document which shows he graduated from Queen's University, Ireland in 1878. This document is a PDF of an excerpt of the British Medical Journal: www.ncbi.nlm.nih.gov/pmc/articles/PMC222...rmedj05325-0027c.pdf .
