Jacobus Frederick (Tollie) de Beer was bom in the district of Wolmaranstad in 1853.
At the outbreak of the First Boer War he was a Veldkomet and was later appointed Kommandant of Bloemhof in 1882. In 1884 he fought against Mapocho in the Northern Transvaal and against Mamusa in the Western Transvaal. He was elected to the Volksraad in 1897.
During the Boer War he served with the Bloemhof Commando. He fought in the vicinity of Vryburg, causing considerable destruction to Railway and Telegraph links and at Magersfontein, Driefontein, Mafeking, Kalkheuwel, Zandrivier, Boerlaagte, Twee Riviere, Boekenhoutskloof en Hartebeesfontein, etc. He was wounded at Paardeberg and in September 1900 he was defeated by Lord Methuen near Lichtenburg. Breytenbach records that “hy was ‘n bittereinder en was by die Vereening beraad, waar hy vir vrede gestem het”.
