The yellow ribbon was worn by members of the City Council, Alderman....
I understand that a red ribbon was worn by the Mayor....
The Chief of Police, Fire Chief and City Managers wore Blue ribbons....

They were worn at the ceremony when the returning soldiers paraded to obtain their City of Toronto medals.....

Badge at top is a hollow pin version of the Canadian General Service / Boer War Cap Badge, just a little smaller in size.... I would think they were made by the same company who made the cap badges as a gift to the city but they are tooooo thin to be used as a military badge and bend quite easily...... Also in all I have seen over the years I have never seen them in a military context.....
