David,
What newspaper cutting are are you refering to?
You need to understand by 1894 Rhodes was at a high point and he had a virtual monopoly of the white press in southern Africa.
As I am sure you might know he chose The Times newspaper to both orchestrate and run his Transvaal press and propagangda campaign in Great Britain and Europe.
I suppose this was because that particular newspaper went to the very heart of the British establishment, it had correspondents in every capital and both its managing director, Moberley Bell and its editor, George Buckle were friends of Rhodes, moreover, the papers colonial correspondent was none other than Flora Shaw.
She had met Rhodes back in 1889 when he secured the royal charter and they had become very close friends.
So you see David, The Times had its part in the Jameson raid too, in fact you could say that particular newspaper was in it up to its neck.
