No, it's dross, merely a collar, interestingly the slouch hat badge was twice the size in bronze, I think Cowan's lads wore them after disbandment in 1913, the new regiment was a dismounted rifles ACF regiment, but, you see my point, they do match rather well.

Hello Brian,
Cowan sought permission and had these made here in Great Britain after the siege, the choice of crown was interesting, the jewelled/looped/Indian, call it whatsoever, but, it does represent Her Majesty, it was worn until, at least, 1902, perhaps a little longer, although, certainly not very much longer, I have no idea why the regiment subsequently adopted their famous star as a slouch hat badge and collar badge, Cowan himself, went on to command the new regiment in 1913.
