Agree with David, I'd be interested to see this, I asked Brian Simpkin about this, some twenty years ago now, he was not able to answer my question!
As one could not issue more medals than were actually made, this would answer the question once and for all!

I forgot to say, that regardless of how many QSA's were awarded, I do think they are very good value for money for collectors today, when compared with price of the millions of medals awarded for the Great War!
