I am looking at the page to which you are referring to, it is actually WO100/249 page 87 as I mentioned earlier.

The asterix under 1901 and OFS denotes a remark made on the page nothing else so that is fine. There most certainly seems to be a "yes" under Natal but, you cannot earn a State clasp and a Battle clasp FROM THE SAME PROVINCE so perhaps, either in error or not, the authorities decided to award him the ROL clasp instead of the Natal clasp.

The Reg number 1323 is simply an error i would think, it should read 1333.

To add to my last post. I'm not sure now that this is the same guy -'584'occurs in reference numbers to W Miller and G Miller above his name. It's almost too close to be a coincidence, but this Milligan may indeed have also joined the ILI with the the number 1323. I guess I now need to check to see if there was another J Milligan in the ILI with the number 1323!

Just had another look at the roll page. Issued 31/03/1903 AG2/M/584 is I believe, the authority for the issue of the OFS clasp on that date.

There is a x next to the / under OFS and this same x is next to issued 31/03/1903 etc so this will cancel the thought of two different medal issue dates.

Just had a look at the complete roll for the ILI, he is the only Milligan shown and the roll has his Reg number as 1333.

Hello Patrick,
John Milligan served in the Imperial Light Infantry from the 8th of December 1900 and was discharged the 10th of June 1901, so quite the norm for this unit, the best of them were the original founder members who were actually attested and sworn in by Colonel Nash himself in 1899.
Now then, are you satisfied or is there anything else you wanted, I've just caught up with this thread and you seem to be up to date with this thanks to Adrian.
Have you now seen all the roll entries or do you need me send them to you this evening?

Through Ancestry I've found an IHC medal roll WO100 249, page 40, which, if I'm reading it correctly, shows J Milligan 584 entitled to Transvaal and Natal clasps,with nothing for ROL and an X under SA01 and OFS. Also has his ILI number as 1323, not 1333.Two dates of issue -30/1/03 and 30/7/06.
