Hello Mike,
Have you seen this? From the Ottawa Citizen, 10 Jan 1901.
I have now put together a list of 123 recipients of the locket. I have the names for the 2nd (S.S.) Bn. R.C.R., 1st Bn. C.M.R., and "D" (S.S.) Battery, R.C.A. Also the two nurses. There was a second presentation ceremony on 17/01/1901.
Still looking for the list of Ottawa men from the 2nd Bn. C.M.R. (including your Harold Vladimir Macdougall).

Seems there were only three Ottawa men in the 2nd C.M.R. (most were recruited from the N.W. Territories).
These were: 314 Private Harold Vladimir Macdougall; 297 Private William Paxton Skinner; and 69 Private Bertram William Clendinnen.
